Chief Executive Ho Iat Seng delivered the "2025 Fiscal Year Policy Address" titled "Innovation for Development, Strides for a New Chapter" at the Legislative Assembly at 3 pm today (14th), outlining the overall direction of the SAR government's governance this year: enhancing diversification, improving people's livelihood, enhancing governance, and integrating into the nation.

This is the first Policy Address delivered by Ho Iat Seng since assuming office as Chief Executive. He stated that the current government will always uphold the spirit of reform and innovation, practical action and responsibility, and a strong drive for progress, working together with all sectors of society and the general public to promote innovation for development, strive for a new chapter, promote high-quality development in all aspects of the Special Administrative Region, and realize the beautiful vision of a Macao that is governed by law, vibrant, cultural, and happy. At the beginning of the new government's term, it led all sectors of society to thoroughly study and implement the important speech delivered by President Xi Jinping during his inspection of Macao, further strengthening the confidence and determination of the people of Macao to take on new missions and create a new chapter. Due to the shorter period of governance remaining this year, the Policy Address for next year will be released in November. This Policy Address is rooted in the present while looking to the future, not limited to the work to be carried out this year, but also includes some medium- and long-term policies and measures planned from a long-term perspective.

The "2025 Fiscal Year Policy Address" sets forth the main expected goals for the SAR's development this year: consolidating the economic recovery momentum, accelerating the promotion of moderate economic diversification, promoting community economic development, maintaining positive growth in the Gross Domestic Product; continuously improving residents' employment situation, maintaining a low unemployment rate, stabilizing prices and the supply of daily necessities, and continuously optimizing people's livelihood; continuously deepening public administration reform, strengthening coordination mechanisms, and improving governance effectiveness; better integrating into the national development plan, creating a higher-level platform for opening to the outside world, and maintaining national security and social stability. According to Cen Haohui, the new administration will follow the guidelines of President Xi Jinping's "Four Focuses," centering on the positioning of "One Center, One Platform, One Base" and the "1+4" diversified industrial development direction, to demonstrate greater achievements in moderate economic diversification. It will take a more proactive approach to integrate into and serve the national development, striving to create a higher-level platform for opening up to the outside world and making greater contributions on the international stage. With the goal of Macao-Zhuhai integration, efforts will be accelerated to advance the construction of the Hengqin Guangdong-Macao Deep Cooperation Zone. Vigorous efforts will be made to promote innovation in legal systems. The government will fully leverage the coordinating role of the Leading Group for the Construction of the Hengqin Guangdong-Macao Deep Cooperation Zone, study and formulate important policies and laws and regulations to support the construction of the cooperation zone, and promote the alignment of civil and commercial legal rules in the cooperation zone with those of Macao and international standards. By leveraging Macao's leading role, the functions and division of labor of the Executive Committee's working bodies will be adjusted and optimized, more outstanding Macao civil servants will be assigned to the Executive Committee and various working bodies of the cooperation zone, and the pilot program of appointing Macao judges as non-permanent judges in the Hengqin Court will be actively promoted. Efforts will be increased to attract investment, deepen Macao-Zhuhai interconnectivity, promote the passage of "single-license plate vehicles" from Hengqin to the north, expand government and public services, and create an environment similar to that of Macao.

Cen Haohui pointed out that strengthening the coordinating mechanism is an important measure for the new government to deepen administrative reform and enhance governance capabilities. The new government has established six leading groups and working groups. In the future, more cross-sectoral and cross-departmental coordination mechanisms will be established to meet the needs of policy implementation and development, breaking down departmental barriers, promoting efficient cross-departmental collaboration and overall synergy, improving efficiency, and ensuring the smooth progress of various reform measures and government work. It will combine law-based governance with responsibility, effectively improving public governance capacity and effectiveness. It will work to resolve deep-seated contradictions and problems in economic and social development, effectively maintaining social harmony and stability, continuously enhancing citizens' sense of participation, gain, and happiness, and striving to realize the aspirations of the vast majority of citizens for a better life.
