Today (the 15th), Chief Executive and Chairman of the National Security Committee of the Macao Special Administrative Region, Chui Sai On, attended the opening ceremony of the 2026 Macao SAR National Security Education Series of Activities, as well as the award presentation ceremony for the essay and short-video competitions. In his address, he stated that the SAR Government will comprehensively implement the new tasks and requirements set forth in the 14th Five-Year Plan, prudently formulate and carry out the SAR’s “Three-Five” Plan, and integrate the practical requirements of safeguarding national security into every aspect and stage of the SAR’s development planning. The Government will accurately apply the holistic national security concept, continuously improve the legal framework and enforcement mechanisms for safeguarding national security, strengthen security guarantees across all sectors, and advance modernization. Through concrete actions, the Government will build a robust barrier to safeguard national security in Macao, thereby providing high-level security to ensure the steady and sustained progress of the “One Country, Two Systems” cause.

The series of public national security education activities, jointly organized by the Government of the Macao Special Administrative Region and the Liaison Office of the Central People’s Government in the Macao Special Administrative Region, held its opening ceremony this evening at the Complex of the China–Portuguese-Speaking Countries Commercial and Trade Cooperation Service Platform, concurrently with the award ceremonies for the essay and short-video competitions. The ceremony was officiated by Chief Executive and Chairman of the Macao Special Administrative Region National Security Committee Chui Sai On; Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference Ho Iat Seng; Zheng Xincong, Deputy Director of the Hong Kong and Macao Affairs Office of the State Council, Deputy Director of the Liaison Office of the Central People’s Government in the Macao Special Administrative Region, and National Security Advisor to the Macao Special Administrative Region National Security Committee; Bian Lixin, Commissioner of the Office of the Commissioner of the Ministry of Foreign Affairs in the Macao Special Administrative Region; and Chen Wensheng, Commander of the Macao Garrison of the Chinese People’s Liberation Army. Approximately 480 government officials and representatives from various sectors of society attended the event.

In his address, Mr. Sham Ho-fai pointed out that national security education for the entire population is a systematic and long-term undertaking, and that to make such education routine and widely accessible, we must keep pace with the times while upholding fundamental principles and fostering innovation. This year, the Macao Special Administrative Region Government and the Office of the Central People’s Government in the Macao SAR are co-organizing, for the ninth consecutive year, a series of public awareness-raising activities on national security, under the theme “Coordinating Development and Security to Safeguard the New Journey of the 14th Five-Year Plan.” Efforts have been stepped up to enhance publicity, expand the scope of activities, and launch a diverse array of educational initiatives, thereby fostering a sustained atmosphere in which “April 15 is observed every day.” Through immersive experiences, interactive participation, and mass-media outreach—among other engaging formats—the goal is to deepen and strengthen national security education in Macao.
He emphasized that safeguarding national sovereignty, security, and development interests is the paramount principle of “one country, two systems” and the solid cornerstone of the Macao Special Administrative Region’s economic and social development, directly pertaining to the fundamental interests of the Region and the immediate interests of its residents. Over the years, the Macao SAR has steadfastly fulfilled its constitutional duty to uphold national security, consistently upheld the executive-led governance system, and, guided by the holistic national security concept, continuously advanced efforts to safeguard national security to a new level. In March of this year, the Law on the National Security Committee of the Macao Special Administrative Region and the relevant administrative regulations were promulgated and put into effect, further refining the top-level leadership mechanism and providing the Committee with a stronger legal foundation and enhanced enforcement capabilities. The Region has resolutely guarded against and countered external interference, and rigorously cracked down, in accordance with the law, on collusion between anti-China and destabilizing elements in Macao and hostile external forces. We have continuously strengthened the patriotic and pro-Macao forces, forged a robust societal consensus on safeguarding national security, and jointly ensured the peace and stability of Macao society.
Cen Haohui stated that, as we entered 2026, the ongoing conflicts around the world—particularly in the Middle East—have deepened our understanding of the profound meaning behind the statement, “We do not live in a peaceful world; we merely live in a peaceful country.” They have also underscored the fact that peace is by no means guaranteed and that stability is hard-won. He emphasized that safeguarding national security is an ongoing endeavor, with no endpoint—only a continuous process—and that this mission is of paramount importance. To this end, he put forward three points of view:
First, we must gain a profound understanding of the grave situation facing national security, comprehensively identify both internal and external security risks and vulnerabilities, strengthen our sense of potential danger, remain vigilant in times of peace, consistently adopt bottom-line and extreme-case thinking, and make thorough preparations and develop meticulous contingency plans to address all kinds of risks and challenges.
Second, we will unswervingly advance high-level security development. On the one hand, we will more effectively leverage the administrative leadership advantage and continuously refine the governance model in which the government takes the lead, with coordinated participation from the legislative and judicial branches as well as all sectors of society. On the other hand, all policy areas will fulfill their duties with a high degree of political awareness, a holistic perspective, and strict compliance, ensuring that responsibilities are firmly assigned and enforced, proactively taking action, and continuously advancing the modernization of the national security system and capabilities.
Third, we will solidly forge a high-quality development pattern, faithfully implement the principle of “safeguarding security through development,” and strike a balanced approach that integrates national security maintenance with economic and social development; address deep-seated contradictions, eliminate systemic risks, consolidate the foundation for social stability, and ensure the long-term peace and stability of the Macao Special Administrative Region.
He went on to say that national security is inextricably linked to the destiny of every individual; safeguarding national security leaves no bystanders, only guardians. The experience since Macao’s return to the motherland has amply demonstrated that only with solid guarantees for national security can the successful practice of “one country, two systems” in Macao proceed steadily and sustainably, can its economy and society flourish, and can the well-being of its residents be effectively protected.

In his address, Zheng Xincong stated that today marks the eleventh National Security Education Day. Looking back over the past eleven years, Macao has steadfastly implemented the Overall National Security Concept, achieving a series of landmark accomplishments in advancing national security education for all, setting numerous precedents, accomplishing several major initiatives, and earning widespread acclaim.
He pointed out that this year the central government has explicitly designated the theme of National Security Education Day as “Coordinating Development and Security to Safeguard the New Journey of the 15th Five-Year Plan,” which calls on us to ground ourselves in the present while keeping an eye on the future, to steadfastly consolidate security through development and pursue development through security, and to remain ever prepared to address the various difficulties and challenges along the path forward. Together, we must work to ensure that Macao’s new security framework underpins its new development paradigm, thereby achieving a virtuous cycle of high-quality development and high-level security that reinforce and enhance each other.
Zheng Xincong stated that Xia Baolong, Director of the Central Office for Hong Kong and Macao Affairs and Director of the State Council’s Hong Kong and Macao Affairs Office, delivered a video address this morning at the opening ceremony of the 2026 National Security Education Day in the Hong Kong Special Administrative Region. Drawing on the study and implementation of the white paper “The Practice of Safeguarding National Security in Hong Kong under ‘One Country, Two Systems’” issued by the Central Government, Xia outlined “four key requirements” centered on “ensuring high-level security to underpin Hong Kong’s transition from governance to prosperity and usher in a new phase for the ‘One Country, Two Systems’ cause during the 15th Five-Year Plan period.” These requirements also hold significant guiding significance for Macao in better coordinating development and security. On this occasion, he put forward three recommendations:
First, we must adopt a broad historical perspective in addressing the coordinated development and security of Macao. As we embark on the new journey of the 15th Five-Year Plan period, we must be adept at drawing lessons from historical experience, deeply understand the theoretical, historical, and practical logic underlying the coordination of development and security, strengthen our sense of potential danger, remain vigilant even in times of peace, and ensure that development and security are given equal priority and treated as matters of paramount importance, to be earnestly and effectively advanced.
Second, we must adopt a sense of great responsibility and commitment in planning for Macao’s coordinated development and security. On the new journey of the 15th Five-Year Plan period, we must ground our efforts in better integrating with and serving the overall national development agenda, adhering to the principle of using a holistic perspective to guide regional development and leveraging regional strengths to advance the national agenda, thereby playing an irreplaceable role in helping China seize the initiative in major-power competition and in advancing the cause of Chinese modernization.
Third, we must advance Macao’s coordinated development and security within the broader strategic framework. As we embark on the new journey of the 15th Five-Year Plan period, we must keep firmly in mind President Xi Jinping’s heartfelt care and earnest instructions, seize the major historic opportunities presented by national development, proactively align with the state’s 15th Five-Year Plan, pursue bold reforms and proactive initiatives, devise innovative approaches and concrete measures, and adopt decisive and effective policies. We will uphold and improve the administration-led governance model, steadily promote the moderate diversification of the economy, strengthen and expand the patriotic and pro-Macao forces, focus on enhancing governance effectiveness, strive to accomplish a number of major undertakings of long-term significance, continuously open up new prospects for Macao’s prosperity, development, harmony, and stability, and set a new example for the practice of “one country, two systems.”


Following the opening ceremony, an awards ceremony was held for the “Artificial Intelligence Safeguards National Security” essay and short-video competitions. Subsequently, Mr. Cen Haohui and the other distinguished guests viewed a short film on the “National Security Education Exhibition for All” and a performing arts program with a national security theme, before proceeding to the exhibition hall to tour the National Security Education Exhibition for All.






Subsequently,岑浩辉 and his delegation proceeded to the main entrance of the China–Portugal Complex, where they presided over a lighting ceremony that symbolized the coordinated efforts of Macao, Hengqin, and Zhuhai to illuminate a city landmark and promote national security awareness, followed by a drone show with a national security theme.





The National Security Education Exhibition for All will open to the public at 3:00 p.m. tomorrow (the 16th) and remain on display until May 15. Featuring concise textual explanations, more than 360 documentary photographs, video presentations, and interactive multimedia installations, the exhibition highlights how, under the firm leadership of the Central Government, the Macao Special Administrative Region has steadfastly upheld the correct principle of “One Country, Two Systems,” unswervingly balanced development with security, continuously improved its legal framework and enforcement mechanisms for safeguarding national security, leveraged high-level security to support high-quality development, and actively integrated itself into the overall national development strategy—thereby making a significant contribution from Macao to ensuring a strong start and steady progress in the new journey of the 14th Five-Year Plan period.
