On 06 March 2011, with State leaders bearing witness, the Framework Agreement on Cooperation between Guangdong and Macao was signed by the governments of the two regions. As the first landing project implemented under this agreement, the Traditional Chinese Medicine Science and Technology Industrial Park of Co-operation between Guangdong and Macao (hereinafter referred as “GMTCM Park”) was officially inaugurated in Hengqin in April 2011 to be developed, operated and managed as a joint venture between Macao and Hengqin. GMTCM Park covers an area of 500,000 square meters with a total development area of nearly 1.4 million square meters.

As an important carrier and platform for Macao to develop the TCM industry, GMTCM Park works towards the two core goals of developing an “international quality control base of TCM” and an “international healthcare industry exchange platform”, while positioning itself as an “international window to the TCM industry and culture under the Belt and Road Initiative”. By virtue of positioning Macao as “One Center, One Platform, One Base”, phased growth of the “cluster for the research, development and promotion of innovative medicine and health products”, “cluster for the promotion of the health industry and culture” and an “international exchange and trade platform for health techniques and products” has been incorporated into medium and long-term development plans.

GMTCM Park has developed specialized public service platforms that adhere to the standards of the mainland China and the European Union, including GMP pilot-scale production, research, development and testing, as well as incubation areas to nurture different types of businesses. It has brought together excellent teams of innovation and R&D from both home and abroad, functional government organs, experts, model institutions in the industry, and other resources driven by scientific and technological innovation, with a view to facilitating the application and industrialization of technological innovations in TCM for the Guangdong-Hong Kong-Macao Greater Bay Area, including Macao.

As of early September 2020, a total of 200 companies had been registered at GMTCM Park, among which 48 are from Macao, covering areas such as TCM, healthcare products, medical apparatus, medical services and biomedicine. Functioning as a platform, GMTCM Park has gradually played a substantive role in supporting the growth and development of Macao’s TCM enterprises.

Since the launch of the “Center of International Cooperation and Exchange” in 2015, by giving full play to Macao as the ‘bridgehead’ to internationalization, GMTCM Park has been committed to the development of a platform for exchange and cooperation with foreign countries starting from Portuguese-speaking countries, and the promotion of quality TCM products and techniques, through Macao, into the markets of Portuguese-speaking countries, the European Union and countries along the Belt and Road based on the idea of “promoting medicine through practice”. Up until now, a total of six products manufactured by companies from mainland China and Macao have been authorized for marketing in Mozambique with the help of GMTCM Park.

In September 2018, GMTCM Park established an “International Youth TCM Practitioners Exchange Base” to provide young TCM practitioners from around the world, including those from Macao, with a platform for mutual exchange and learning in order for them to expand their horizons and realize self-improvement. It has recruited industry experts and representatives of associations and businesses to form a panel of mentors providing industry development information, professional training, professional exchange salons, practice guidance, practical training and other services on a regular basis. GMTCM Park has also invited young TCM practitioners from Macao to join the executive team and participate in the operations of the exchange base, in an effort to improve the professional quality of Macao’s TCM talents.

Projects related to the comprehensive health industry (key projects), as one of the major focuses of development of GMTCM Park, include the Ruilian (Hengqin) Wellness Resort and the Traditional Chinese Medicine Technology and Creativity Museum that feature the demonstration of healthcare and TCM culture, as well as the supporting projects such as the Ola Lotus • Traditional Chinese Medicine Cultural Street. In line with the strategic planning and development direction of the State with respect to the comprehensive health industry, these projects currently in the process of acceleration will become the highlights of the health industry in the Guangdong-Hong Kong-Macao Greater Bay Area. Meanwhile, the development of these projects will provide domestic and foreign professionals and young talents from related areas, including those from Macao, with more opportunities of employment, entrepreneurship and training, creating conditions and space for their improvement and development.

On 18 February 2019, the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area issued by the CPC Central Committee and the State Council positioned GMTCM Park as a major innovative carrier in the Greater Bay Area and made clear its support for GMTCM Park to develop public service platforms for the overseas registration of TCM products, develop the health industry, provide quality medical and healthcare services, and promote the development of TCM overseas.

On 22 October 2018, in his visit to GMTCM Park, President Xi Jinping reiterated that “it is important to strengthen policy support, enrich cooperation contents, expand the space for cooperation and develop emerging industries to promote Macao’s economic dynamism”. While remaining true to its original aspiration and keeping its mission firmly in mind, based on its core goals and development positioning, GMTCM Park will seize opportunities and benefits from the development of the Greater Bay Area and respond actively to the mission endowed by the Central Government upon Macao to build platforms for the development of the TCM science and technology industry in order to create more favorable conditions and dynamism for Macao’s moderate economic diversification under the guidance of national strategies.
